Sustainable risk management in coastal cities is challenging for communities and their governments. At a global level, the efforts of cities to manage risk are insufficient due to the complexity of the processes and exposure to threats; these deficiencies are associated with unilateral approaches and institutional vulnerabilities in decision-making. The management of strategies to face threats, such as the case of floods, is reduced to containment actions through hydraulic infrastructure and engineering, to control flooding, omitting aspects of the morphology of the territory, the natural processes that occur Social, economic, and political elements are generated in ecosystems, conditioning actions in terms of planning and prevention. Governance is the tool that allows the generation of indicator frameworks where different actors and approaches are related. This interaction enables the development and application of public policies to make visible the vulnerable and adapted communities and to set differentiated policies on risk management to establish conditions that define mitigation projects. A risk prevention decision model is proposed, based on a vision of the future, for the management of design, implementation, evaluation, and monitoring processes that consolidate public policies toward the mitigation of the impacts associated with hydrometeorological phenomena, through the definition of indicator frameworks, which respond to the phases that make up the risk prevention model for coastal cities
